Umpqua Basin Water Association, Inc is a private non-profit member based water district. It began in 1965 and is located in Douglas County, Oregon. UBWA serves the rural portion of Roseburg and parts of the UGB (Urban Growth Boundary) . We cover 100 square miles of area and currently have over 280 miles of water pipeline in the ground. The Association serves a population of about 9,399 people with over 3639 connections.
