Section 21, 16 U.S.C. § 814 (2012) provides Ramm Power Group a unique opportunity to acquire the requisite land required to build the Sacaton Pumped Hydro Storage facility. Therefore, any considerations for utilizing the Sacaton project for other commercial opportunities will be secondary to those of Ramm once a Federal Energy Regulatory License is granted.
