The intention to establish this association was publicly announced by Shin-ichi Fukuda, Chung Mo Koo , Jeff Chien-Fu Lin, and Kar-yiu Wong in the closing session of the “Asian Crisis, V” conference in Chuncheon, Korea on December 10, 2003.
