SALYERSVILLE, Ky. — A Magoffin County man has been charged with rape, sodomy and sex abuse of a child under the age of 12. Stuart Horton, 30, of Salyersville, was under investigation for sexually abusing his step-daughter, when he was asked to come in to Kentucky State Police Post 9 on Monday to take a lie-detector test.
