In 1996, 35 people were killed by a lone shooter in Australia. Weeks after the shooting, the National Firearms Agreement was passed. It created a national firearms registry, a 28-day waiting period for gun sales, stricter licensing requirements, and a requirement that potential buyers pass a background check and present a “justifiable reason” for owning a firearm.
