These pages describe Hugh Small’s published research into the work of Florence Nightingale and her colleagues in creating public health legislation in 1875. That legislation led to an unprecedented increase in national life expectancy which had not previously beeen explained. The work had nothing at all to do with Nightingale’s popular image as a ‘nurse’. Organisation of hospital nursing was only a ‘stepping-stone’ in her career.
