My father told me about working for the Ontario Civil Service, specifically for the Ministry of Citizenship and Communications, which had the responsibility for funding and regulating the province's municipal library systems. It kept him busy. If I recall correctly, a lot of the text of the Public Libraries Act of Ontario is his text.
